hearing DATES
On Feb. 14, 2022, the Board of Trustees voted 4-1 to transition to trustee area elections
and approved Draft Map A to establish trustee area election boundaries for the Foothill-De Anza Community College
District. This map divides the district into five areas of roughly equal size from
which voters will elect members of the board starting in 2022. The board determined
on Feb. 14 that the two trustee areas that will hold elections in November 2022 are
areas C and E on Map A. The other three trustee areas will elect their representatives
to the board in 2024. Trustees have solicited input from members of the community
throughout the districting process, and this input was considered by the board in
all its decisions including actions taken Feb. 14.
All public hearings associated with the move to trustee area elections were scheduled
for 7 p.m. at regularly scheduled meetings of the Board of Trustees. The hearngs were
held in person in the Board Room in the new District Office Building at Foothill College,
12345 El Monte Road, Los Altos Hills, CA. District Offices are located on parking
Lot 7 at college. See map (PDF).

Feb. 14, 2022 - BOARD OF TRUSTEES MEETING
Adoption of resolution to transition from at-large elections to trustee area elections
starting in 2022, approval of Map A to establish trustee area boundaries, and determination of how to
phase in, or sequence, area elections.
After a short presentation by Joe Armenta of Redistricting Partner, the Board of Trustees discussed and ultimately approved on a 4-1 vote to begin the transition to trustee area elections starting in 2022 with trustee areas C and E as shown on Map A. The board subsequently voted 4-1 to approve a resolution calling for the transition to the trustee area election system and adopted Map A to establish trustee area boundaries.

Jan. 10, 2022 - BOARD OF TRUSTEES MEETING
Second public hearing on districting and draft maps
After a short presentation by Paul Mitchell of Redistricting Partners, the Board of
Trustees received comment from the public and discussed the two draft maps that were
under consideration, Drafts Maps A and C. The board subsequently voted 4-1 to move
Draft Map A forward for possible adoption at its Feb. 14 meeting. Trustees welcome
further comment from the public on this topic as it will determine how trustees are
elected for the next decade. The board also welcomes comments on the sequencing of
elections to determine which two trustee areas should hold elections in 2022. The
remaining three areas would hold their first elections in 2024.

First public hearing on districting and draft maps
Paul Mitchel of Redistricting Partners presents on overview of factors his firm considered
in drawing draft maps to divide the district into five trustee areas of roughly equal
population size. He described the guiding principles behind each map and answered
questions about the maps, including why some cities are divided. The Board of Trustees
voted 4-1 to move forward with consideration of Draft Maps A and C.
